Zur Durchführung der Anzeigeverfahren nach § 13 Abs. 2 SchwbG verschickt die Bundesanstalt für Arbeit jährlich ca. 1 Mio. Vordrucke an etwa 190000 Arbeitgeber mit 290000 Betrieben. Die Vordrucke werden mit mehreren Durchschlägen vom Arbeitgeber ausgefüllt und an die Arbeitsämter zurückgeschickt, wo sie manuell überprüft werden. Ein Durchschlag wird an die Hauptfürsorgestellen zur Erhebung der Ausgleichsabgabe weitergeleitet, einen weiteren Durchschlag wird in der Bundesanstalt für statistische Zwecke verarbeitet.
Dieses Verfahren ist für alle Beteiligten mit erheblichen Aufwand an Personal und Kosten verbunden. Die Einführung eines elektronischen Anzeigeverfahrens könnte hier zu einer Rationalisierung und Optimierung des Prozesses führen.
Damit wird nicht nur die Entlastung der Arbeitgeber und der Arbeitsverwaltung erreicht, sondern die Qualität der Daten und die Auswertbarkeit der erhobenen Angaben ließe sich erheblich verbessern.
Ziel des REHADAT Zusatzmoduls ist die Vorbereitung der elektronischen Abwicklung des Anzeigeverfahrens nach § 13 Abs. 2 des SchwbG mittels der heute zur Verfügung stehenden EDV-technischen Möglichkeiten (Datenbanken, Internet). Nach Analyse des Ist-Zustandes und der Erhebung der Anforderungen der einzelnen Beteiligten (Arbeitgeber, Bundesanstalt für Arbeit und Hauptfürsorgestellen)soll mit einem Arbeitskreis aller Beteiligten ein gemeinsamer Anforderungskatalog an das System erstellt und die Realisierung begleitet werden. Das Verfahren soll in das Datenbanksystem REHADAT integriert werden, das ähnliche Aufgaben bereits wahrnimmt.

REHADAT additional module for a uniform electronic registration procedure according to § 13 Abs. 2 SchwbG
For conducting a registration procedure according to § 13 Abs. 2 SchwbG, the Federal German Office of Labour sends annually approx. 1 million printed forms to about 190,000 employers with 290,000 businesses. The forms with several copies, are filled out by the employers and sent back to the Job Centres where they are checked manually. A copy is sent on to the Main Welfare Office for investigation of the equalisation taxes, a further copy is used by the Federal Office for statistical purposes. This procedure is associated with considerable
expenditure of staff and costs for all those concerned. The introduction of an electronic registration procedure could lead here to a rationalisation and optimising of the process. Thus, this would not only be relief for the employer and the job administration but also the data quality and the evaluative ability of the collected information would be considerably improved.

According to the analysis of the actual status and the investigation of the needs of the individuals concerned (employer, Federal German Office of Labour and Main Welfare Office) in a work group of all those concerned a common catalogue of demands for the system will be established and its realisation supported.
